Stunted tomato plants

Tomato    Haryana, India

Hi, all. My tomato plants seem to be stunted. They're about 50 percent as tall as they should be. I hope you can see that the leaves looks a bit wilted too. This is also the case for many -- but not all -- of the plants over a 20 acre area, despite no behavior changes in irrigation or fertilizer application. Any ideas? Many thanks!

Some more information:

The plants are 12 days old.
They were grown from seeds.
The fields have been fallow for the last seven months. We grew tomatoes before.
No observable symptoms beyond stunting and wilting.

Mike Netz commented,
I would want to ask questions about the possible drift of herbicide. Another question I would ask would be what herbicides have been applied ahead of or during this current tomato crop. Also what crop(s) preceeded this tomato crop & what herbicides were used. This looks like herbicide damage to me. Also dig some plants & tell me what the roots look like.

I think the symptoms are due to herbicide damage. Possibly some carry over from a previous crop, miss application of herbicide in the tomato crop or spray drift from an adjacent area. The other possibility is one of the many viruses that effect tomato like TMV.

David Hughes commented,
that is interesting. Do tomatoes suffer more that other crops for drift? Maybe a glycophosphate applied to a cereal field nearby?

This unfortunately is likely to be a disease but some more details would be very helpful.

How old are the plants and how were they grown?
Did you grow them from seed or transplants?
What was grown in the field before the tomatoes?
Are there any symptoms besides the stunting and wilting?

If you could provided these details and upload as many images as possible then hopefully we can help get to the bottom of this.

Hi, Lindsay. Unfortunately, these farms are a bit of a distance from where I live, and I stupidly didn't snap any more pictures. I can answer your questions, though.

The plants are 12 days old.
They were grown from seeds.
The fields have been fallow for the last seven months. We grew tomatoes before.
No observable symptoms beyond stunting and wilting.

Any ideas of what type of diseases it might be? I know I'm likely not giving enough information. Thanks again for all your help!
