Problem with seedlings

Pepper, bell    None Given

Every time I grow peppers it fails. I don't know why the leaves are curl and brown. Also they are shinny.

Please let me know if it a deficiency or insects?

I think it may be spider mite damage. They suck the sap from under surface of leaves. The main symptoms are appearance of small yellow or brown spots on the leaves. If the infestation is severe the plant health suffers, leaves become fully yellow, distorted and plants stops growing.
It is very difficult to see spider mites by naked eye. Use magnifying glasses to see mites.

Management:
1. Spary strong jet of water to knock off the mites from leaves.
2. Spray neem oil.

I know spider mites and i deal with them and kill them with Diatomaceous earth dust and im controling them as much as possible but whats hapening to my pepper is not that :(
almost 8 years ago.

I think that it is polyphagotarsonemus latus. Use specific acaricides.

Given the size of your seedlings, they should have been transplanted into a much larger container or garden bed. Pepper leaves are naturally shiny. How large will the pepper fruits be on this plant? If they are bell peppers, they will need 8-12 cubic feet (0.23-0.34 cubic meter) of soil per plant in the container.
Another question, what is the pH of the soil?
