Why my asian pear doesn't want to grow?

Hi there from Italy!
This spring I planted and grafted different cultivars of Asian pear.
All my plants and grafts are growing well except a shinseiki.
This one grew up for a month and stopped.
Other Asian pear did the same but started to grow again 2 weeks ago.
This one has a sort of sack under the apical bud.
I read it is an atomical structure typical of pomacee.
The trunk seems to be covered by a white dust.
According to you is this normal?
What can I do?

There is not enough information. You suggest that the white powder might be an issue but we need more details and images.
It could be heat related since Italy is really having a hot summer.

Hi Mirko, according to the report, in multi grafted trees, some varieties may be more vigorous than others resulting in choking. I guess it may be same with your plant. So it is better to wait some more time and watch.
