Sage and oregano leaves look dusty

The Sage is the worst. I purchased these plants two weeks ago, from a department store. I grow my garden on my balcony, and need all the plants to be healthy. I have a semi "green thumb", and can, and will, do what I can to save them, if you tell me how. Thank You

It sounds likely to be powdery mildew but some images are required to confirm. Avoid wetting the leaves when watering - instead water the plant from the base. You can remove the affected leaves - or at least the worst affected and you can treat the plant. If you want to control powdery mildew organically, you can try neem oil which is labelled for treatment of powdery mildew.
