Chili pepper plants have been destroyed by a stem disease

I farm one hectare of chilli peppers in India in September -October time. The stem of these plants have been destroyed by a fungus and the plants are dying off How to control? Which type of chemical use

We can help establish if is a fungus.
How much of the field is infected. Please upload pictures of the field too

I think that this is likely a disease caused by Phytophthora, a water mould which lives in the soil (it is similar to a fungus but in a very distinct group). Like David has said, images would be very helpful to confirm. Please upload some when possible
