You want to 'chemically decompose'. It is not clear what you mean?
Why not cut it down and remove it. And then the stump will decompose naturally in the soil. Please provide more details on what you mean? Thanks

I think that you may be referring to chemically decomposing the stump in the soil.You would have to remove the tree first in order to do this.
