Sugar cane can be grown all over Florida, indeed Florida sugar cane accounts for close to half of the cane sugar production for the US as a whole! In fairness, most commercial production occurs in the south of the state but it can be grown throughout.
Sugar cane requires high temperatures, direct sunlight and lots of water in order to thrive. It will grow best in a fertile, deep, well-draining and well-aerated soil with a pH between 5 and 8. It is propagated through cuttings - either from the top of a recently harvested cane or from young plants grown in nurseries. It can actually be propagated from a harvested cane you can buy at the supermarket. Cut it into foot long pieces and you can convince the nodes of the cane to root in warm, moist soil before sectioning it off to produce individual plants.
I’ve certainly seen sugar cane in supermarkets here in PA so I can only assume that you can find it in FL where it is much more widely grown....
