This are red spider mites. Scientifically called Tetranychus urticae. Red spider mites are perhaps the smallest of the common sap-feeding insects. They like warm and dry condition, which is why they can commonly be found indoors, in conservatories, sun lounges or greenhouses. They can also be found outside if the summer is dry and warm.
This mites can be controlled by using insecticides containing neonicotinoids. Ladybird beetles are natural and very effective biological controls for red spider mite.

I can't really tell from the picture - is there actually any damage to the plant? Have you sprayed it recently with anything? If so, what. almost 9 years ago.
