Answers
It is hard to diagnose without a picture but it sounds as if it is a damping off problem. Seeds rot or seedlings collapse with dark water-soaked stems as soon as they appear. Damping off is a fungus that lives in the soil, particularly where humidity is high.
Pull up some seedlings to check if the roots appear soft and rotten.
