How to repair the flowering of mandarin

I have a plantation of mandarin in south of Albania. The trees are 9 year old. Last year I take about 140-160 kg mandarins from trees. But this year we have a big problem. They have not produced flowers.

Answers
You cannot repair the problem this year if the trees have not flowered. Has the weather been bad? Have their been periods very cold weather?
