Possible issue:
Because your "burnt looking" plant looks shriveled, but otherwise not afflicted by disease or pests, I think you might have a watering issue. Your plants remind me of a problem I had in my garden where I treated two herb plants similarly but one was shriveling. I then noticed my plot had a slight slope, and so although I was watering the plants the same amount, the plant on the higher end was not getting the same amount of water because it was draining off, and the roots were not getting properly soaked.

Solution:
I built a moat around my plants, so that when I watered with a watering can, the water accumulated in the moat and was soaked up by the soil around the plant rather than running off. The moat can simply be constructed by hand with the existing soil around the plant. Your soil looks rather dry, so you may need to soak it to construct the moat, and this may also help your plant to recover.
Another thing you could do is place mulch around your plant to keep the soil warm and moist.
