Insects clustered on twine in garden

General    Syracuse, NY

We found these insects clustering on a piece of twine being used to support a tomato plant, and they are about 1 - 2 ft higher than the plant itself. It seems unusual that they would be on the twine but not on the plants, and it is not a pest I recognize. What are they, and should we be concerned? The garden contains a wide variety of vegetable plants.

It is very difficult to identify from this picture but I think the insects may be beneficial bugs or beetles. If you still worried scrap out the insects and kill them.

The image was pretty good quality so I zoomed in; maybe you can tell better from this one. They're not ladybugs.
