Are these fungus nets on okra plants?

Okra    None Given

Are these fungus nets ? i did spray it with organic antifungal neem oil mix. Is there anything else I can do?

It looks like Oidium indeed. You could try and higher the pH by praying on the leaves a solution of baking soda (Na2HCO3) in water 1:100 (i.e. 10 gr. per litre). That would get rid of it in 3-4 applications at the most.
