Need help identifying this pest/disease

Lemon grass    None Given

Not sure if the white flecks are insects, eggs or spores. I have two lemongrass plants. The white flecks have only infested the much younger plant . - finally managed to get some useable macros, hope these help

Scale insects, looks like some type of armored scale see the family at bugguide.net here

Probably not scales- in the response to David's post Skyye said that they fall off easily. Scales don't generally fall off of plants.

This looks similar to Euonymus scale that I'm familiar with here. And compare also to this armored scale. Not sure of the species here, but googling all I'm finding associated with Lemongrass so far is Duplachionaspis divergens.

David, your question threw me a bit - the species I was referring to was the group of scales I was googling at the time. I have a little kitchen garden that includes the two lemongrass. Just the one younger plant has this problem, both came from the same mother plant (transplants done approximately a year apart) The older plant, which is fine is in the garden, the younger one was placed in a pot. I suspect the potting soil may have been compromised, but I will check on the mother plant on Monday for any signs too. in the meantime I have removed all the affected leaves and baby lemongrass remains in quarantine.

It is hard to say based on the image. Can you take an image that is closer? But at this resolution I am inclined to think these are plant feeding insects in the order Hemiptera? Can you scrape them off? Do you see them moving (very, very slowly). Do you have a magnifying glass? You can often take a picture through the glass.

Looks like very small aphids. But a closer image would help.
