Lemon tree not fruiting

Lemon    None Given

My sister has a 5 year old lemon tree which has flowered twice and only fruited once. Since then it has never fruited again. Its on a twice a day drip irrigation system. She fertilize it once a year. It's outdoors in a sunny location and in a city that gets cold climates in winter but never frost and extreme heat in the summer too. What could be wrong?

Lemons like a 5.5 to 6.5 pH which is on the acidic side. This is planted right next to concrete, which leaches alkalines and could be raising the pH of the soil. Have you checked pH? Do you know what kind of lemon this is?
