Papaya is semitropical and tropical fruit which can with stand some cold temperature. It is problem only when temperature drops below 0 °C (below 32 °F) because papaya won't tolerate freezing temperature. I assume it is not the problem in your region since the winter temperature is between 9–11 °C (48–52 °F).
If the temperature drops further you can cover the tree with plastic sheets. Also provide proper nutrients and water so that tree can withstand any stress due to fluctuation in temperature. Mulching will also help.

You could wrap the stem with pantyhose or old t shirt scraps it will provide some warmth. Just be carful not to tie it too tight..mulch around the roots with straw, wood chips, or pine needles to provide a little extra warmth for roots if you're concerned.
Some even wrap holiday lights around the stem and keep them plugged in for extra warmth. Just a few ideas. If it's not super large you could dig it up and place in a container with well draining potting soil and bring it indoors for the winter..give it efficient light but don't water as much..replant it in the spring.
