Leaves are crinkling with white scabs

Mandarin oranges    Vancouver, BC

I have a small 10 year old mandarin orange tree I started from seed. It's been doing well this summer except I noticed a few of its leaves are starting to crinkle and curl up with small white specks are appearing.
If anyone knows what is causing this would be great.

Hi Sara
I think these may be sap-sucking insect pests that feed on the leaves of various plants such as lemon trees. Is there anyway you can take a closer up image. Or use a hand lens/magnifying glass. You can also use a pin to break into a white area. If it is an insect you might encounter some white fluff which is the white cottonlike egg sac on its body can make the cottony cushion scale appear as white spots on the tree.
