They are not eggs. I had the same exact problem with my papayas a few weeks back and it drove me crazy. I saw these little clear dew like droplets that look like eggs but no bugs and I kept spraying they down with water to get rid of them but they would show up the next morning like nothing happened. I googled the life out of it looking for answers; I am sorry I do not remember the name of it but it is a naturally occurring phenomenon from the plant itself and nothing to be worried about, they said it was actually a healthy thing. As for the discoloration of the leaves I am not sure but they are not related. My papayas still have the dewy drops and they are doing well! I hope this helped.
