Mango plants heavily infested with Mango leaf gall midge (pic. attached) and in another pic. there are white insects on mango stem need to be Identify.

Pls. help in the Identification of this Insect.
Similar type of Insect the one found in mango plant was also noticed in Sesbania aculeata (a green manuring crop). Can someone help in the identification of the Insect.
