White fly (Bemisia tabaci) is the most common vector. If you are in Punjab, white fly populations might "explode" during the onset of the monsoon rains. If you want to protect tomato for at least some time after the onset of the rains, I would go for a systemic insecticide like Imidacloprid. Neem is presumably just a waste of time and money.
