What are these white spots and is this kale safe to eat after they are washed off ?

Hi! For a while now it looks like something has been laying eggs on the underside of my kale. Does anyone know what this is and how to treat and if the kale is safe to eat after the white stuff has been rinsed off ? Thanks !!
