Pole bean leaves started wilting right after I sprayed them with neem oil

Bean    Texas

I noticed I had something eating vet small pieces of the leaves. So i prayed them with neem oil yesterday. Now the leaves and even some runners and leaves are limped over and look sooo bad. Did i kill my babies? Or is this something else. And how much are beans supposed to be watered? I may have over watered them. Now how to I combat that if that's the case. Sorry this is my first time having my own garden and trying this growing thing. I helped my granny harvest when i was younger but i didn't do the growing. Now it's my turn. Please help.

Since this is my first time and figured I can start over...i took all the leaves off. They are still standing up and the runners are moving to the sun. I want to know if I leave them will they really die off or are they just sick at this point.

Neem oil has strong effect to pests and pathogens, but it kills plants too. It is better to use seeds coated with pesticides (insecticides + fungicides) to get healthy seedlings. Keep upper soil layer dry - plants will grow better.
