Tomato with herbicide damage?

I have a black cherry tomato plant in a pot on my balcony. The leaves started to twist and turn down and it basically stopped growing. At first, I thought it might have been a water issue but I corrected that and also ended up repotting it in a larger container so the roots could have more room. None of this helped. The leaves have remained green but the new growth is dwarfed. There is also a slight bulge in one of the stems. I wondered if it was curly top virus but in reading more, it looks like it could be herbicide damage. I live on the 6th floor across from a condominium that takes meticulous care of it's greenery. Would greatly appreciate your insight! I attached photo's.
