stunted growth and yellowing leaves

I need help figuring out what is wrong with my tomato plant. Leaves are yellow and plant is stunted in growth compared to others i have nearby. This plant is in a raised bed planter in South Central Kentucky.

this could happened when the soil been used for too long and not been treated
