Goji Berry plant weak, with shell-like insects

Hi, I have a healthy Goji Berry that started getting weak and loosing its leaves colors, and I spotted these little shell-like insects or fungus. When I scalp them off the stem they have a red powder underneath it and they get squeezed and crushed and they don't move when I take them off the plant, so I'm not sure they are living beings. Please advice me on what to do.

I think it is armored scale insect. This insect secretes a waxy covering that is not an integral part of its body. If scarp off this cover you can find insect beneath it. It is common in household plants. Both adults and nymphs such sap from stem and leaves. The armored scale insects doesn't secret honeydew. So there is no problem of sooty mold.

Management:
1. Scrap of the insect from the plant
2. Spray neem oil extract or canola oil
