Can you please provide us with some more details so that we can help you figure out what the problem is?

What variety of strawberries are you growing? When were they planted?
Have they produced fruit before?
What type of soil are the plants growing in?
What is the weather like right now in your area, temperature?
How do you care for your plants - watering, feeding etc?

More information would be helpful to being able to answer your questions properly. Usually nonflowering strawberry plants are either because they are the type who don't grow strawberries (my mother has one) or because they aren't getting the right nutrients.

Most commonly, the issue is related with an excess of nitrogen or it could be that is not the right moment for them to grow any fruits. There are different variety types that can be mainly grouped in:
+ short-day or June-bearers: they need shorter days to induce the flowering buds and blossom when days lengthen in spring .
+ day neutral or ever-bearing: they are oblivious of light periods in order to blossom.
