Which Green Chilli Disease?

I currently live in Sri Lanka. A friend of mine is growing a small field of green chilli's which he says are vjea (?). He is on the Kalipitya peninsula close to the sea on irrigated but sandy soil. The disease (see attached) seems to cause wilting and yellowing of leaves. He is rather desperate as he is relying on this income. Is there any advice the community can give me to give to him and is there any way he can save the rest of the crop? Many thanks.

These are very classic virus symptoms. In South Asia there are many diseases that can be transmitted via insect that display these symptoms. The best thing you can do is remove plants that look like this so it doesn't spread further. In the future make sure you are buying high quality seed that is certified disease-free and have very good insect controls (aphids, whiteflies, etc.) so even if there is minor disease it will not move throughout your field.

I have done lots of research work on viral diseases of chilli in Southasia region particularly India, therefore I will suggest to send detail description of the disease including soil and water logging problem if any or may be it is wilt disease of chilli due soil borne disease. Thanks Kathryn and Rikhab for your answers. In order to try and add a bit more detail - his small field is in Narachcholai - a small town next to the sea on the west side of Kalpitya peninsula. The strong sea breeze is now in bringing air borne salt. He is maybe 0.5 mile from the coast. The soil is sandy loam but there are no waterlogging problems currently. However we have had some heavy rain - the last downpour about 10 days ago which possibly coincides when he first saw the disease? This is a poor area although most residents try and grow cross for resale. Use of chemicals is endemic with very little organic farming. As Kathryn has alluded to, he could have bought cheap seed to save some money.
Could this be Southern Blight disease (from looking at plant village pictures)?
