Beet leaf stalks have hard brown spots

My beets have these symmetrical brown spots on the leaf stems. Leaves are fine, beets are fine. These spots are raised up (i.e. a side view will show a bump). Some look like the stalk's skin is unbroken, others have the stalk's skin broken and the center of the spot is solid. I can't find this issue on any forums. Any ideas? I didn't eat them (I like to eat the small beets steamed with the greens), but wondering if I can eat the next batch.

Looks like scale bug. Or could be scab. If scale scrape off and wash well. If scab rotate to new plot. about 7 years ago.
