In general the fungi that growers see on plants (stem, leaves) are bad. There are good fungi that go by the name of endophytes but they are inside the leaf (endo = inside and phyte= leaf). Those ones often protect the plant against attach or even drought. But you cant see them without a microscope.

So, if you see something fungal like on your plant you can assume it is bad.

I dont in fact know what the problem you have is. It doesn't look fungal. It looks a bit like some sort of debris an insect would leave behind. But I may be wrong- but my expertise is fungi and this doesnt look like it. Fungi tend to be fluffy and this one looks more gelatinous

But there is no scenario in which this is promoting the health of your plant. It just may not be doing harm. Keep an eye on it and post more pictures if it grows.
