Answers
Clearly this little trees have a water stress. You can check easily this, looking for moisture around the root system. I'm sure, there is not . The soil is in "Permanent wilting point" (Water content -15 bar)

It looks like it has suffered water stress. When was the last time it rained? Have you provided any water? Is the sapling in full sun or do you have shade trees?

Under normal conditions, the drying of cocoa leaves is at a result of mature leaves of the plant. On the other hand, under abnormal conditions some of which are the harsh weather, exposure to direct sunlight, limited humus/ nutrients, poorly drain soil and some soil borne diseases may cause the cocoa plant to wilted.
