If it is curling disease then it is caused by a virus, Tobacco leaf curl virus (TLCV) which belongs to Geminiviridae, sub-group III, of Geminivirus genus.

This virus is transmitted by whiteflies, Bemisia tabaci (Aleyrodidae) which are the principal vectors.

Can you see small white flies on your tobacco ?

if it is a virus there is no cure. You need to remove the plant and destroy it. And work on removing the whiteflies so you do not transmit it to other plants.

How big is your field?
How many plants?

This could be mostly due to calcium deficiency. Try a bit of Lime or Gypsum on some plants and see if it provides relief. Also get soil ph testing done if possible, for tobacco ideal range is 5.8-6.2.
