Why aren't my peppers growing?

Pepper, bell    NW Ohio

These plants have been outside for a month now and they have BARELY grown any taller; however, stems have grown more sturdy, and this particular plant has started budding in the last 2 weeks...as if nothing is happening to it, haha.

It is my first year growing peppers from seed so I may have set them up for a rough life from the very start.

Initially, I thought that the slow growth may be an indicator that they were somehow root bound from having lived in their [terrible] seed pods too long—peeled away the biodegradable crap, broke up the root ball a bit, and repotted them in fresh soil.

Then came the insects, or, the obvious signs of insects—sprayed them down very thoroughly with a neem oil solution 7 days ago, and once again last night. I am not convinced the culprit has departed (though I can't find/see who is causing problems here). Could these insects be causing stunted growth?

Welp. At a loss. Is it worth saving?

I think your plant is under stress from hot weather and sucking insects (aphids/thrips/white flies/mites etc.,). Generally the stressed plants flower and fruits early to escape stress (though the quality and quantity of the fruits is not similar to healthy plant).

Just wait. Peppers grow very slowly unless it is over 78degF. Neem also stops growth activity in insects and plants.

It has been a very unusual spring with lots of wet, cool weather. I have the same issues with my peppers here in Pennsylvania- they just havent had that much sun. You can expect that they will catch up now that we are getting more sun.

Well, it has been incredibly dry, hot, windy, and sunny almost every day here in NW Ohio. We haven't had any considerable rain in 2 weeks.

Last year i seed almost 200 of 18 diferent species, first i seed on boards and then transplant to vases like you have, one thing that i noticed is as soon the roots toutch the plastic vase, they almost stop grow. I transplant to vases of size 30liters and they start growing imediatly.
Try to find bigger vases. Carefull whith excess water.
