When is the best time to apply mulch?

Tomato    None Given

I have ground up mulch from lawn, leaves, tree branches and bush prunings. Do I put this on the garden now or in the spring?

Mulch also protects soil from compaction (from rain and critters walking on it), which protects the soil biota by preserving air spaces. Also protects plant roots from the cold, if you live in a cold-winter climate.

Best time to apply mulch is whenever you can get it!

Put it on now if you can- the microbes will start to break it down and make the nutrients available to your plants in the spring.

I agree - pile it up.

I use mulch on my small intense beds, but avoid it on large spaces (it's too hard to maintain in depth). If you can get a good deep layer on now, your spring garden will thank you.

I have always mulched in the fall because when the spring comes all you have to fluff it up
